Jeff is a healthcare consultant specializing in payment reform, contract negotiations and strategic planning. Jeff has more than 30 years of executive-level leadership experience with health plans, state-government and hospitals. As a health-plan executive, Jeff’s primary focus was provider network development and transitioning payment systems toward value-based care.

More recently Jeff developed a payment-reform options for the Idaho Medicaid program, including design of the accountable-care organization program now being implemented. Additional work experience includes administration of Microsoft’s health benefits program in Seattle and finance director for California’s largest managed-care dental company. Jeff has a master’s degree from the UCLA School of Public Health.

Jeff’s home is in Eagle Idaho where he plays bass in a local band.
